Penguin Minions are Penguin's robots that function similarly to Penguin Goons. They appear as enemies in LEGO Batman: The Videogame, LEGO Batman 2: DC Superheroes and LEGO Batman 3: Beyond Gotham.

Penguin Minions were goons throughout the second major portion of the storymode. They were used by Penguin and his team of villains in order to take over Gotham City.
LEGO Batman 2: DC Superheroes
Penguin Minions did not have a major role in the story but were thought to have aided Joker and Lex Luthor in their quest to take over Gotham City.
LEGO Batman 3: Beyond Gotham
Penguin Minions did not have a major role in the story but were thought to have aided Brainiac in his quest to shrink planets into miniature size.
