Mandarin is among the many villains aiding Doctor Doom, who is planning to obtain the broken pieces of Silver Surfer's surfboard. Doctor Doom hopes to use these shards known as Cosmic Bricks to wreak havoc across the world by constructing Doctor Doom's Doomray of Doom.
